HRD is the process of enabling the people of tribal areas for enhancing their capabilities and skills by use of the existing infrastructure facilities available through different institutions of social welfare and social service. The book is based on the opinion of the tribal people and their representatives of traditional institutions. It is based on the assumption that the maximum individual autonomy, increasing responsibility, participative decision making and bringing a balance between the current culture and the changing culture can be brought about through appropriate institutional reforms.
