Education is acknowledged as the most effective instrument for empowerment of women. Scheduled Caste (SC) and Scheduled Tribe (ST) women are specially disadvantaged due to their low level of educational attainment. With proactive government policies, literacy and primary level enrollment of SC and ST students including girls, have considerably improved over the years.
