Globalisation has created serious economic crisis also in many developing countries and this made lethal changes as far as the state provisions of education are concerned. The ongoing changes due to globalisation provide a context to reconsider the challenges, find the opportunities and devise changes needed to foster development. In particular, to avoid the discrepancy created by the new information technology; and other aspects of the processes of globalisation.
