Assertive Democracy : Transition in Yugoslavia—Selected Documents seeks to collect in a single volume analyses, documents and news reports about the events in and concerning the Federal Republic of Yugoslavia since the beginning of 1999 till December 2000. The developments that this volume covers have not only changed Yugoslav and Balkan politics drastically but also impact with yet unpredictable implications on international relations and international law. It chronicles and analyses the NATO bombings and examines the advent of the doctrine of humanitarian intervention superseding the traditional concept of national sovereignty. As the analyses and documents bring out repeatedly, the questions raised by the events since the beginning of 1999 will take a long time to be answered conclusively. The principal idea behind the volume, therefore, is to empower the reader to raise those questions and seek credible answers to them.
ABOUT THE AUTHOR Apratim Mukarji
Apratim Mukarji (b. 1941), who has been a prominent journalist with Amrita Bazar Patrika, Calcutta, and The Hindustan Times, New Delhi, for over 32 years is a keen observer of international relations and diplomacy. For over a decade, he has written extensively on Sri Lanka, covering its debilitating civil war, and India’s relations with major world and regional powers. His highly informative publication, The War in Sri Lanka: Unending Conflict?, published in July 2000 is considered as authoritative commentary on one of the longest running ethnic conflicts in the world. During his visit to Yugoslavia as an international observer for the presidential and parliamentary elections, he realized that there were aspects of the developments which were not being adequately communicated to the international community. This volume is an attempt to meet that particular requirement.
