This work is the result of research carried out for the eventful decade of 1975-85 in Assam on firearms crimes including firearms legislation. The author has noted serious shortcomings in official firearms crimes statistics of India in general and of Assam in particular. It has been suggested that certain reformulation for an official crime statistics should, however, be replenished with survey methods of various types. Sentencing severity along cannot be a prime controlling factor of firearms crimes. There are certain other elements also on which proper emphasis should be given which finds an ample elaboration in the book. Political offender category requires certain explanations and the author has given considerable thought to the subjects. The role of criminologists has been dealt with to a considerable extent. The author has tried to focus, in detail, different lacunae, loop-holes and shortcomings of the firearms legislation and criminal procedures relating to trial of such firearms offences and has recommended (of suggested) valuable radical changes in the appropriate fields of legislation for rectification. He has touched on female criminality also with reference to Verkko’s laws of sex and crime and has found it a very fertile field of study for policy formulation on “women and crime.” A vivid picture regarding trend of use of different types of firearms in Assam in its longitudinal aspect emerges from the work. The work ushers a very logical and scientific new policy formulation for control of firearms and prevention of firearms crimes. This book is likely to prove of immense help to statisticians, police, legislators, political scientists, lawyers, forensic scientists, sociologists and general public alike.

ABOUT THE AUTHOR A.K. Sinha

Dr. Anil Kumar Sinha (b. 1948) is Assistant Director, Forensic Science Laboratory, Assam, Kahilipara, Gauhati. He got a First Class Master’s Degree in Physics. Later, joined the Law Faculty at the University of Gauhati and got L.L.M. (1980) and Ph.D. in Law (1989). He also passed the Certificates of Proficiency in French and Russian Languages from the Gauhati University standing first class first. He served as a Guest Lecturer in Law and an invitee lecturer as a resource person to teach L.L.B. and L.L.M. students of the Gauhati University. He was on the distinguished panel of teachers in the Assam Administrative Staff College, at Dispur, Assam. He was also a guest lecturer at the Pre-Examination Training Centre at the Gauhati University to teach criminal law to the Indian administrative Service examinees. As the seniormost ballistics expert of the Government of Assam, he has been imparting training on Forensic Ballistic and related legal matters to senior police and judicial officers of all the states of North-Eastern India. He has published a number of articles on Forensic Science, Law and Criminology in both English and Assamese. He is mainly interested in the subject of criminology. He has attended a number of seminars and conferences held throughout the country.
