The term good governance has come to occupy in important place in development literature. Bad governance is now regarded as the root cause of all evils in a society. Major aid donor countries and international financial institutions are increasingly allocating their loans and grants on the condition that reforms in recipient countries are undertaken to ensure good governance. Governance means the process of decision-making and the process by which decisions are implemented or not implemented. Good governance assures that corruption is minimized, the views of minorities are taken into account and that the voices of the most vulnerable in society are heard in decision-making.
