The issue of Intellectual Property Rights (IPRs) in general and TRIPs agreement in particular, has become source of uneasiness in the fields of global legal system, politics, economics, technology transfer, biodiversity, environment, culture and sustainable development etc. However till the end of the last century, most of the research works relating to IPRs have been undertaken within the legal parameters only. Very few works have been done to address the potential bearing of IPRs on global politics, economics, culture, industrial development etc. Whatever work in this direction has been done can be said to be still in embryonic stage. Among the factors responsible for this state of affairs, the most dominating is the belief that the study of IPRs belongs to the exclusive domain of techno-legal studies. But the truth is that unless there is a convergence of efforts and ideas of technocrats, legal experts, social scientists, economists, politicians, policymakers non-state actors, environmental activists and administrators, the issue is unlikely to be matured from its present fluid status. Hence this book is a modest attempt to provide an realistic platform for further focused study of the sub issues involved with the IPRs. This book is the result of continuous dialogue and discussion with various colleagues and superiors, and a product of series of interactions and discourse in various seminars and conferences that the author has attended. He does not claim any originality in dealing with various issues covered in the book, yet he owns the responsibility in codifying the facts in the form of this book. In this book there were many things to be desired, hence with open mind, the author solicits needful suggestions to fill in the missing links in the forthcoming edition.

ABOUT THE AUTHOR Kashi Nath Jena
Dr. Kashi Nath Jena, M.A., Ph.D., born in 1957, studied at B.J.B.College, Bhubaneswar for B.A. Honours (Economics), passed M.A. in Political Science and Economics from the Banaras Hindu University and got the Doctoral Degree on Intellectual Property Right and Indian Foreign Relations from B.H.U. Varanasi. Dr. Jena is a well-known scholar of Intellectual Property Rights and Global Studies. To his credit, he has a number of research papers on globalisation and Intellectual Property issues, published in reputed journals. He has also presented about twenty papers in national and international seminars/conferences. His research interests include the study of the impact of TRIPs on global economic and political relations, economic development of LDC, cultural, social and environmental capital of developing nations and the future of global commons. As a Teacher Fellow, he has worked in the Department of Political science, B.H.U. Varanasi. As a Principal Investigator for Institute of Integrated Himalayan Studies, Shimla, he has worked in the North-Eastern States. He has also completed on innovative research work on Intellectual Property Right (IPRs), as an Associate of Inter University Centre (IUC) at Indian Institute of Advanced Studies, Shimla. He is the founder chairman of the Center for Indigenous Knowledge and Intellectual Properties of North-Eastern Societies (CIKIPNES). Presently, he is working as a Selection Grade Lecturer in the Department of Political Science, R.M. College (Assam University) Silchar, Assam.
