Water management means getting the right amount of water at the right time with minimum labour and expense. Planning, of course, is the process of thinking ahead to achieve desired future outcomes and to avoid pitfalls. It has been said that next wars will be fought over water. How can dwindling water resources be managed and properly planned so that the needs of present generation are met without compromising the needs of future generation.

R. K. Pruthi was awarded the Ph.D. Degree from Kurukshetra University on “Annie Besant†being the first research work on the subject. Also obtained Degrees in Law and Education from Delhi and Kurukshetra Universities respectively. A seasoned teacher and researcher, he was till recently the Deputy Director (Research) at Indian Council of Historical Research (ICHR), New Delhi. A celebrated author and an Advocate of the Supreme Court of India, Dr. Pruthi has written many outstanding books and encyclopaedias.
