Relationship Between Political Leaders and Administrators

Democratic good governance and development depend on cooperative and harmonious relationship between political leaders and administrators on the one hand and between the government and citizens on the other. The elected political leaders and the bureaucrats are mutually dependent on each other for effective role performance. As such, they need to develop mutual trust and a fair understanding of the ethos and nuances of democratic governance and accordingly acquire relevant skills, and knowledge to strengthen a citizen friendly and participation oriented administration. The present analytical study on relationship between politicians and administrators focuses on their role as joint partners for achieving development goals. The study takes a critical look at civil servant’s perceptions on norms and role of public service. Paying special attention to the problem of improving image of the Government and administration (civil servants) in the minds of citizens, politicians and administrators. The study further takes a closer look at the policy suggestions for improvement in the relationship between political leaders and administrators at the grassroots level.
