The menace of terrorism has become a major security concern for almost all the states in the new millennium. Despite having the latest, modern and sophisticated weapons, the most powerful state of the world felt vulnerable and insecure, particularly since 9/11. Revolution in technology and means of communication, though brought about a tremendous progress and made the world a global village, yet a close linkage and networking among the terrorists made them more organized, more precise, more dangerous and more lethal. Though the terrorists claim to fight for freedom, justice, equality and democracy, yet they work to undermine and destroy these very principles, providing a rationale to the state to use force. But force cannot provide a durable solution. As the famous saying goes – ‘violence begets violence and hatred begets more hatred.’ …..This volume is an outcome of the Seminar on “Challenges of global Terrorism: Emerging Issues, Policies / Strategies and Options” organized by the Department of Political Science, University of Jammu, Jammu in march 2003. Scholars from different disciplines, administrators, policy makers, statesmen, strategists, some politicians and members of civil society attended the seminar and enriched the deliberations by their valuable comments and observations. In the light of the extensive discussions, the contributors have revised their papers.

ABOUT THE AUTHOR Kulwant Kaur

Dr. Kulwant Kaur is Professor and Head in the Department of Political Science, University of Jammu, Jammu. She is also Honorary Director of Centre for Strategic and Regional Studies (CSRS) in the University. She has been engaged in teaching post-graduate classes from last twenty-five years. Her areas of specialization are International Politics and South and South West Asia. She has contributed articles to various journals of repute and in a number of edited books. Among her earlier publications include, Pakistan – Afghanistan Relations (1985) and Gulf Crisis: US and the Emerging World Order (1994). Her forthcoming books are on Conflict and Cooperation in South Asia and US Policy Towards South West Asia. Currently, she is working on peace and conflict-resolution in South Asia.
