ABOUT THE AUTHOR Uday Kumar Varma
Uday Kumar Varma is a Senior Indian Administrative Service (IAS) Officer belonging to 1976 batch. He is presently working as Director, V.V. Giri National Labour Institute, an autonomous Institute under Ministry of Labour and Employment, Government of India. He has held important positions both in Government of Madhya Pradesh and Government of India. In M.P. he has served as Industries Commissioner; Commissioner and Secretary, Tribal Development; Commissioner; Women and Child Development and as Commissioner and Secretary, Health. As Commissioner, Women and Child Development, M.P., he was instrumental in drafting the State’s Woman’s Policy. He is a Member of ‘Academic Council of IGNOU, New Delhi and is on the National Steering Committee of NACO on HIV / AIDS related Research Programmes. He was also the Chairman of the Committee Constituted by Ministry of Labour, Government of India to examine the functioning of the Office of Protector General of Emigrants & Study of the Operation and Long Term Relevance of the Emigration Act, 1983 (submitted the report in August, 2003 to the Government). He is also a Member of the Task Force constituted by Ministry of Labour to examine the Implementation of the Unorganised Sector Workers Social Security Scheme. He has presented a number of papers on labour related issues in various seminars and conferences in India and abroad. He was the Chairmperson of the expert group that formulated the ILO code of Practice on HIV / AIDS. He is also co-author of : (i) Labour Market and Employment Assessment: A District Level analysis; (ii) Labour, Employment and Gender Issues in EPZs: The Case of NEPZ; and also contributed to a book: Small Hands in South Asia: Child Labour in Perspective.
