ABOUT THE AUTHOR George Perkovich
George Perkovich is vice president for studies at the Carnegie Endowment for International Peace. Prior to joining the Carnegie Endowment in 2002, Perkovich was deputy director for programs and director of the Secure World Program of the W. Alton Jones Foundation, designing and implementing initiatives to further the board's mandate of reducing the risk of nuclear war. Perkovich is the author of India's Nuclear Bomb: The Impact on Global Proliferation, and numerous articles on proliferation-related issues in publication, including Foreign Affairs, Foreign Policy, the Weekly Standard, the Wall Street Journals, the Washington Post, and the Washington Times.
ABOUT THE AUTHOR Jessica T. Mathews
Jessica T. Mathews is president of the Carnegie Endowment for International Peace. Her career has included posts in the executive and legislative branches of government, in management and research in the nonprofit arena, and in journalism. She was director of the Office of Global Issues of the National Security Council, covering nuclear proliferation, conventional arms sales policy, chemical and biological warfare, and human rights, and served on the editorial board of the Washington Post, covering technology and arms control. Mathews is the author of September II, One Year Later: A World of Change and coauthor of Iraq: What Next? and WMD in Iraq: Evidence and Implications.

Jon B. Wolfsthal is an associate and deputy director for nonproliferation at the Carnegie Endowment. before joining the endowment, Wolfsthal worked at the U.A. Department of Energy. where he served as special assistant to the assistant secretary for nonproliferation and national security. he previously served as special assistant for policy in the Office of Arms Control and Non-Proliferation at the Energy Department. Wolfsthal in a coauthor of Deadly Arsenals: Tracking Weapons of Mass Destruction.

Joseph Cirincione is a senior associate and director for nonproliferation at the Carnegie Endowment for International Peace. Cirincione served for nine years as a national security specialist in the U.S. House of Representation Armed Services and the Committee on Government Operations. He is the author of numerous articles on proliferation and defense policy issues and the comprehensive proliferation assessment, Deadly Arsenals: Tracking Weapons of Mass Destruction. He is also the editor of Repairing the Regime: Preventing the Spread of Weapons of Mass Destruction.
ABOUT THE AUTHOR Rose Gottemoeller
Rose Gottemoeller is a senior associate at the Carnegie Endowment, conducting research jointly for the Russian and Eurasian Program and the Global Policy Program. Bbefore joining the Endowment in October 2000, Gottemoeller was deputy undersecretary and acting deputy administrator for defense nuclear nonproliferation in the U.S. Department of Energy. Previously, she served as the department's assistant secretary for nonproliferation and national security. She served in the National Security Council at the White House as director for Russia, Ukraine, and Eurasia Affairs. Gottemoeller is the author of Enhancing nuclear Security in the Counter-Terrorism Struggle: India and Pakistan, as well as numerous articles on Russian nuclear policy and the cooperative threat education program.
