Indian constitution has created some such all-powerful and responsible posts that are not mere "positions" but "institutions", which play a decisive role in proper functioning of the constitutional machinery. The system of ‘checks and balances’ envisaged in the constitution, in its practical working, functions through these institutions. Institution of governor is one of them. Since attaining independence till today the institution of governor had been a subject of most acute and extreme controversy. Some termed it a "White-Elephant" calling it an extremely expensive institution, some called it a symbol of slavery of the British rule, some call it a titular figure of the center and others call it an autocratic and indomitable chief, with limitless powers. On the other side, there is public opinion that considers the institution of governor as one of the most sensitive and all-important organ of the constitutional system.
