In this matter the writer has no special claim to hold forth; experience gained in lifelong of civil service is the only capital embellished by a learner's attention to the state of affairs going on all around in the administration of the state that is built upon; lifelong service under the government has further helped to found a logic that given the conditions of a country like India an efficient and generally work-oriented administration underpinned by good policies and programmes is the only way to substantial amelioration of the conditions of the people –all the two or three postulates quote above are, unfortunately for the present, not available on the field-but that is no reason why ways should not be searched and conclusions arrived not be searched and conclusions arrived at. This attempt is a small hop in that direction.
