Resource mobilization for economic development is a challenging task, particularly for an open democratic system. Instruments through which resource mobilization is possible has naturally attracted a great deal of attention both of fiscal experts and those who have to implement development programme. The focus of this study is on agricultural surplus and various instruments through which this surplus can be mobilized. The analysis has been supplemented by a number of empirical tests conducted on data relating to Punjab for over one decade. The choice of Punjab was motivated by the fact that of all the states of the union, Punjab has experienced by far the most sweeping and profound changes in its agricultural sector making the study of flow of financial resources into and out of this sector of paramount importance.
