This study has been done in structural-functional and comparative perspectives, taking into account the traditional and modern moneylending institutions in a historical perspective. The questions have been explored through observations, interviews and case studies. Two villages characterised by varying patterns of social structure were selected. This helped in explaining the success of the scheme in one village and failure in the other at the initial stage. All the recipients of loan at the first phase in both the villages were included as the first set of respondents. The guarantors, a few non-recipients and the officials in the process were included in the list later.
