An unplanned expansion of the institutions of higher learning, particularly colleges, has resulted into an extra burden on the national exchequer. These colleges in the country are established due to some socio-political factors even without ensuring minimum basic facilities, but never mature into the institutions of learning. So much so, the financing of these colleges never attracted the attention of the policy makers and the researchers, which are facing huge financial crunch. The present work is the pioneering study in the field of financing of higher education, particularly focusing on the budgeting and budgetary control in the budgeting and budgetary control in the colleges. Budget, which is most of the institutions funded by the government, is considered merely as a fund-fetching device, has been examined as a tool of financial planning and control, in the present volume.

ABOUT THE AUTHOR Ilyas Husain

Dr. Ilyas Husain (b.1955) is Senior Reader in the Department of Educational Studies, Jamia Milla Islamia, New Delhi. He obtained his B.Com. (Hons.,), M.Com., B.Ed., and M.Ed. degrees from Aligarh Muslim University, Aligarh and did Ph.D. from Jamia Millia Islamia. He has a number of research papers to his credit published in reputed journals. He is engaged in guiding researches at M.Phil. and Ph.D. levels. He has a twenty years’ teaching experience.
