The book Congress Ministries: War and Resignations covers the crucial period between 1936-1941. The Act of 1935 explained several constitutional developments which became the basis of the administrative machinery in late 1930, and the years of the Second Global War. In fact the whole theme has been covered into fifteen chapters along with the comprehensive index. For the first time the popular ministries began to function, but they did not last long and the Congress Ministries resigned with the commencement of the Second Global War. The emergence of Subhas Chandra Bose is a significant phenomenon on the political horizon of India. As Congress President, he dominated the political scene with his new ideology which had deep bearing on pathway to Swaraj. He had his innings during this period and, in fact, he played a dominant role. Besides the role of Maulana Abul Kalam Azad has been highlighted. His address at Ramgarh is fairly comprehensive in contents. The Congress Ministries resigned as a protest to the fact that the war aims of the Raj were clarified and it, therefore, decided to resign from the seven provinces where they wielded power. The period witnessed the resolution on Pakistan in March 1940. Besides the Cripps Mission paid its visit of India and after a brief stay have it gave some recommendations which were not accepted by the congress.
