The book is based on the thesis submitted for the award of degree of Doctor of philosophy by the University of Madras through the department of political science, Presidency College Chennai. The development of Greater Madras, the metropolitan city remains one of the largest cities with an estimated resident population of 8.2 million excluding the floating population. What has been traced about the origin, expansion etc of Madras constitutes one of the primary intents of the present study.

Thereupon, the corporation was placed under the administration of the special officers till October 1996. Previously, the elections to the Madras Corporation Council once in three years and the Mayoral elections every year by communal rotation were held as per the provisions of Madras City Municipal Act, 1919, as amended on various occasions.

The source materials were being primary and secondary from the archival resources, various government orders and from published books respectively. The methodology adopted is historical and descriptive. Among six chapters, the fifth chapter describes the newly constituted Corporation and its performance and achievements. Madras vision 2000 and Singara Chennai (Beautiful Chennai) up to 2001 A.D. are the hallmarks of the recently launched programmes of the Corporation of Madras (now Chennai).
