Culture is something which happens, not something that merely exists; it unfolds through social process and therefore also inherently changes. Human rights must be sought in the practice of the various cultures making up the world, and not in what amount to the political preferences of but one of them. Human rights facilitate respect for and protection of cultural diversity and integrity, through the establishment of cultural rights embodied in instruments of human rights law.
