This book examines socio-economic and political inquiry into emergence of the constitutional safeguards for Dalit welfare and the impact of the implementation of these safeguards on Dalits at the national regional and village levels. The book also focuses on the emergence of changes in certain socio-economic indicators in India suggests that in some states a broad set of policies endowing access to socio-economic and political rights to the Dalits have succeeded to some extent in improving their living conditions. However despite the constitutional safeguards in most states the Dalits continue to face discriminatory caste practices higher levels of illiteracy high participation in low paid occupations and alienation from land. This is suggestive of the complexities of the caste system even if the constitution has provided safeguards to the Dalits the caste system persists with all its evils to overturn these safeguards and make them nugatory. Thus the challenge is to implementing the constitutional provisions and to ensure that the provisions reach the beneficiaries.
