If politics is essentially about power, then in democracy power would definitely mean power to the people. The implication of the passage of 73rd Amendment Act, 1993 generally endorses to such an idea. The particular Act inspired and laid down a one more tier to the existing federal set-up of the Country. The writing of the book was prompted by such an historical development in the country. The book contains an empirical investigation intro the rural areas of Orissa, which essentially focuses community efforts and the role of Panchayati Raj Institutions towards a successful accomplishment of the primary education. Whether village community finds its space to involve itself so as to address to common problem i.e. primary education, whether Panchayati Raj Institutions are now empowered in true sense of the term to assume some responsibility to deal with the problems of primary education in the local areas, are some of the pertinent questions the book tries to grapple with. Essentially, the book moves from a general to particular and a theoretical to practical one. Generally the book focuses on the status and problems of primary education of the country at the first instance and then moves on to particular state of Orrisa and within this to the district of Kalahandi and block Kalampur i.e. a particular. Theoretically, the book captures the policies/provisions/ programmes on primary education and their practical implementation/ refle3ction on the ground.

ABOUT THE AUTHOR Sartik Bagh

Dr. Sartik Bagh born brought up in a remote rural area of the district Kalahandi,Orrisa. From the very childhood the author had the opportunity to closely obsrve the reality-the lives and people of rural areas. Lack of Basic amenities, dilapidated infrastructure, poverty and basic problems of primary education in the Rural areas. All this makes a background for the author and provides a basis to emphatically observe and understand the problems that afflicts and handicap the rural society. Perhaps this background provoked the author to work on “ Hunger and government’s Programmes in Kalahandi” (for the M. Phil. Programme) and later on “Decentralizing Education: The Role of Panchayati Raj and Community Participation.” Dr. Bagh graduated from the Government College, Bhawanipata, Kalahandi under Sambhalpur University and persuaded higher education in the Centre for Political Studies, JNU, New Delhi. At present working as a lecturer in a Government College of UT Chandigarh since 2001. So far research interests are concerned, the author is more keen on Indian politics, globalization, education, local-self government, civil society, rural development, public policy and governance.
