Defence Economics is an emotive subject. Its protagonists are merchants of death; it leads to war and great human misery, it uses global resources which could otherwise be utilized for more humanitarian purposes. But the opposite view is equally plausible; defence expenditure preserves liberty and freedom from external aggression and internal instability’ it is an objective indicator of eternal vigilance; it provides deterrence and thus indirectly saves lives and paves the way for development. The political and strategic aspects of the subject are important and possibly paramount. While emphasizing the economic consequences for alternative motivation should not be minimized. It is well-known that the politics of economics does not play a vital role in a nation’s defence decisions. But it should also be remembered that military spending is extremely expensive and the resource costs are even prohibitive. Hence the economics of defence strategy is crucial in a proper cost benefit analysis of the defence spending. “We need to know what we are spending before we can evaluate ‘value for money’.†All this has been discussed and analysed in detail in the present book.

Dr. Jai Narain Sharma (b. 1951) is on the faculty of the Department of Gandhian Studies, Panjab University, Chandigarh. He obtained his Master's Degrees in Economics and Political Science from Panjab University, M.Phil. from H.P. University, Shimla and Ph.D. from Panjab University. Dr. Sharma's area of specialization include Gandhian Economics, Human Right, Research Methodology, Political Power, Human Resource Management and Ecology. Dr. Sharma has distinguished himself as a Gandhian scholar and management expert. He has been connected with a number of national and international organizations in various capacities. He is a member of Board of Studies, Nagpur University, Nagpur and Mahatma Gandhi Kashi Vidyapith, Varanasi and a member of Research Degree Committee of the Department of Political Science. H.P. University, Shimla. He is also the General Secretary of Idian Society of Gandhian Studies and the member on the Presidium of the Allaince for Sarvodaya. He regularly writes for leading newspapers, and published more than hundred research papers in professional journals. His earlier books "Gandhi's View of Political Power", "Economics of Defence: A Study of SAARC Countries", "Economic Thought of Mahatma Gandhi" and Human Resource Management are well received and widely acclaimed as scholarly works of lasting values. He has also been invited by the University Grant Commission to write a text book on ‘Defence Economics' for University students. ABOUT THE AUTHOR Meena Dutta
Dr. Meena Dutta is Coordinator in the Department of Defence and Strategic Studies, DCS Panjab University, Chandigarh. She has published several research papers and articles in professional journals, edited books and compendiums. Apart from actively engaged in teaching and research, she has recently completed a project on ‘National Security’ under DEC grant. She is working on Conflict Resolution Methods and Defence Aspects. She was commissioned by UGC as invitee author for writing text book for Post-graduate classes on Grey Areas. The present endeavour is an outcome of that.
