The Government of India has taken a number of steps to strengthen the educational base of the Scheduled Castes. But the Scheduled Castes still have to go a long way to come up to the level of other communities in the filed of educational development. In this context, the present study has attempted to identify the spatial patterns of disparities in literacy rates within the SC population as well as between various elements of the SC and NS population; to study the enrolment of children belonging to the Scheduled Castes at different levels of education beginning from pre-primary education up to the highest levels with all the possible bifurcation into different standards of education (sex-wise, age-wise and state-wise); to critically examine various measures of disparities particularly those related to the measurement of differentials between the SC and NS population and suggest appropriate measures to be used in the study; to comment on the various schemes implemented by the concerned Ministries as well as by the Ministry of Social Justice and Empowerment regarding the educational development of the Scheduled Castes; and to evaluate the extent of implementation of these schemes and to make suggestions for any modifications in them.
