R.N. Saxena, General Manager, Rail India Technical & Economic Services (Government of India) is the renowned author of the authentic reference book Rail Transport Pricing in India (1986). He has also handled tariff-related assignments for railways abroad. While in 1988, Mr. R.N. Saxena was deputed to Iraq to prepare Tariffs and Commercial Manual for Iraqi Republic Railways, during 1988-89 he carried out the Financial and Tariff Study of Turkish Railways. Winner of the coveted Railway Minister's award for outstanding services in the field of Rail Transport Pricing, the author is a Graduate in Economics, History and English Literature with a Bachelor's Degree in Law and Master Degree in History. He joined the Indian Railways Traffic Service in 1961. After receiving specialised training in Railway Freight and Fare structure, he has been dealing with the rating and pricing policies of the Indian Railways for two Decades and the revenue budget of the Railway Ministry for more than ten years. In view of his long experience in railway finance and specialised knowledge of freight and fare structure of the Indian Railways, in 1978 he was appointed as Member-Secretary of the High-Level Inter-Ministerial Committee on social Burdens on Indian Railways. The author, being a veteran in the field, was also nominated to examine the voluminous recommendations of the high-powered Dr. Paranjape Rail Tariff Enquiry Committee (1980) to finalised the views of the Central Government on these recommendations.
