Acquisition maintenance and retention of power is the core issue of politics.  With ever growing awareness in rural India the importance of rural power structure has grown tremendously.  With the 73rd Constitutional amendment the process of devolution of power to rural self-government institution has further brought the rural leaders into the center stage of the rural power structure hence the present study is an effort to investigate as to who are the individual or groups of individuals who control the rural power structure.  The study divided into seven chapters deals with introductory part, evolution of rural local self-government institutions and the community development work assigned to them, profile of the universe of the study, electoral politics of rural institutions, socio-economic status and the political orientation of rural leadership.  The last chapter deals with the findings, conclusion and the suggestions of the present study.  Author hopes that the reader will find the study interesting and the area of investigation will be further enriched with the present study.

ABOUT THE AUTHOR B.L. Vinta

Dr. B.L. Vinta (b. 1960) graduated with distinction from D.A.V. College, Jalandhar and obtained Masters Degree in Political Science from Guru Nanak Dev University, Amritsar.  He did his M.Phil. and Ph.D. degree from Himachal Pradesh University, Shimla.  He started his academic career at a lecturer in Political Science from D.A.V. College, Jalandhar and joined the Department of Education, Government of Himachal Pradesh as a lecturer in 1985.  He also served as Principal of Government College Theog with effect from December 1998 to April 2003.  At present he is serving as a Principal of Government College (Centre of Excellence), Sanjauli, Shimla (H.P.).  He has been awarded Balraj Sahani National Award in 2003 and Punjab Kala Academy Awarded in 2004 in the field of Education.  He has also been a member of the Himachal Pradesh University Academic Council and the Court, in addition to various other committees.
