The construction of roads and vehicular traffic adversely affect the quality of air, soil and water resources. It is important that the development of the Indian road network – second largest in the world – takes place with minimum negative environmental impact. This is possible if the agencies carrying out pollution monitoring generate credible and comprehensive pollution data and execution authorities take a cure from it for proper management of the resources. Environmental monitoring is a complex issue. The people involved in the execution and supervision of the road projects may not be trained for environmental monitoring. This guidance manual aims at meeting the requirement of such professionals.
