The U.P. History Congress is making progress as an overall academic movement. on one hand it is growing in strength with addition of members each year, while on the other hand, the involvement of the prestigious academic institutions of the country as hosts of the different sessions is adding strength and esteem to the Congress. The fifteenth annual session, which was again a grand success. Was organized by the Department of History, Aligarh Muslim University, Aligarh on 2nd and 3rd October 2004. The session of the Congress was inaugurated by the eminent Professor Irfan Habib. Enthusiastic participants of the congress were fully inclined in the academic programme, which included the Presidential Address by Professor Om Prakash, former Head of the Department of Ancient History, culture and Archaeology, University of Allahabad and presently Fellow, Indian Institute of Advanced Study, Shimla. The prestigious Professor Radhey Shyam Memorial Lecture was delivered by Professor U.P. Arora, Head of the Department of Ancient History and Culture, MJP Rohilkhand University, Bareilly. Out of the number of papers presented in the different sections of the congress, all those papers which were recommended for publication by the Sectional Presidents have been included in the present volume. The regular publication of the proceedings of each section of the Congress over the last few years is another factor of strength to the Congress. We hope that the present publication will add more to it.

ABOUT THE AUTHOR A.K. Sinha
Dr. Anil Kumar Sinha (b. 1948) is Assistant Director, Forensic Science Laboratory, Assam, Kahilipara, Gauhati. He got a First Class Master’s Degree in Physics. Later, joined the Law Faculty at the University of Gauhati and got L.L.M. (1980) and Ph.D. in Law (1989). He also passed the Certificates of Proficiency in French and Russian Languages from the Gauhati University standing first class first. He served as a Guest Lecturer in Law and an invitee lecturer as a resource person to teach L.L.B. and L.L.M. students of the Gauhati University. He was on the distinguished panel of teachers in the Assam Administrative Staff College, at Dispur, Assam. He was also a guest lecturer at the Pre-Examination Training Centre at the Gauhati University to teach criminal law to the Indian administrative Service examinees. As the seniormost ballistics expert of the Government of Assam, he has been imparting training on Forensic Ballistic and related legal matters to senior police and judicial officers of all the states of North-Eastern India. He has published a number of articles on Forensic Science, Law and Criminology in both English and Assamese. He is mainly interested in the subject of criminology. He has attended a number of seminars and conferences held throughout the country.
