The constitutions of India directs the state to strive to promote the interests of the weaker sections of the society. Scheduled tribes from one of these sections, as they have been the worst sufferers of our feudal and colonial past. Their age-old harassment and oppression by the vested interests have made their life miserable and have led to their educational, social and economic backwardness. To change this phenomenon of tribal exploitation and backwardness, various provisions have been made in the Constitution, which have had their far-reaching consequences in terms of empowering these communities. Apart from undertaking various legislative measures, the successive governments of independent India, have been formulating and implementing different strategies and programmes for tribal development in all parts of the country. Rajasthan is one of such states in India where the proportion of tribal population is more than her percentage share in the total population of the country. However, tribal communities are generally more backward in almost all spheres than any other community in Rajasthan. Hence, various special protective measures and welfare and developmental programmes have been launched for them. Various family benefit programmes have also been launched to directly assist tribal households in order to bring them above the poverty line. The present study has been conducted in the TSP area of Rajashtan in order to assess the actual impact of these schemes on the life of the beneficiaries. It also presents an analysis of the outlays and expenditures in the tribal areas of Rajasthan. It brings out administrative lacuna in the system and also the malpractices and corruption of the government machinery and various other operational difficulties faced by the tribal beneficiaries in the operation of the schemes. The study is supposed to benefit the planners, policy makers, administrators, academicians, researchers and all those who have some interest in and commitment to tribal uplift and empowerment.
ABOUT THE AUTHOR M.M. Verma
Born in 1964 at Hardoi (U.P.), Dr. Mahendra Mohan Verma is presently working as reader at the Faculty of Social Work, Mahatma Gandhi Kashi Vidyapeeth, Varanasi. Earlier, he was working as Associate Professor at Udaipur School of Social Work, janardan Rai nagar Rajasthan Vidyapeeth (Deemed university), Udaipur. He obtained his Master’s of Doctoral degrees in Social Work from the university of Lucknow, Lucknow. He has a keen interest in the area of tribal development. He conducted his doctoral research on a Study of Concessions, safeguards and development Initiatives for the Welfare of Scheduled Tribes in Uttar Pradesh. Apart from contributing several papers/articles in edited books and reputed journals, he has published a book titled “Tribal development in India†in 1996. Through intensive field work under social work programmes in various tribal villages in the TSP area of Udiapur, he has been constantly involved in awareness campaigns and other developmental activities for tribal emancipation. His other areas of academic interests include, gender and development, population and demography, training and development, human resources management, ageing, labour welfare, social problems and disorganization and the family, etc. Prior to Joining the USSW, Udaipur he was working as research Officer at the Indian Institute of health Management and Research, Jaipur where he successfully completed two research projects in the field of health and family planning sponsored by the Government of Rajasthan, Government of Himachal Pradesh, government of India and the UNFPA. He has also been associated with such reputed institutes as the International Institute for Population sciences, (IIPS), Mumbai; Indian Institute of Management (IIM), Lucknow; Giri Institute of Development Studies, Lucknow, etc. Dr. Verma has widely traveled in India and abroad. He has participated in dozens of international and national seminars/conferences and contributed papers. His papers keep on appearing in edited books and journals. He had been to Finland, Germany, Denmark and Swedan as a part of his academic pursuits. Apart from teaching P.G. students of Social Work, he had also been teaching M.B.A. and M.H.R.M. students at the Institute of Management Studies, JRNRVU, Udaipur. He has also been associated with such professional organizations as ASSWI, NIPM, IAEA, NAPSWI, etc.
