There is no doubt that several commentaries on the PFA Act, 1954 and its Rules, 1955 are there. All these are from the litigative and judicial angles. Techno-analytical aspect and its implications have never been discussed despite their major role in the enforcement of the above Act and its Rules. The result being that the malady of safe and pure food still exists. Several tasks forces, comprising the best legal luminary of the country, constituted by the Government have given their recommendations, but these are also from the administrative / legal angles. The techno-legal implication which are the base of the Act and its rules still remained unattended. Several decisions on food adulteration cases have been divergent thus preventing the emergence of a clear position of law on several important aspects of food purity and safely. “Food Safety – Concept and Reality” is understood to be the first publication of its kind where the above maladies have been critically scanned, analysed interpreted from the techno-analytical angles and suggestions have been made. These have the implicit concurrence of the former Chief Justice of the Supreme Court of India.

ABOUT THE AUTHOR S.N. Mahindru

Sh. S. N. Mahindru (b. 1930) is retired Chief Chemist from the Agmark Organisation of the Govt. of India. He has been Chief Consultant, Food Standards and Laws with MDH Ltd. For 13 years. His advice has been sought by several internationally organization dealing with food manufacture and its quality control. He is author of several books. Some have been accepted as standard reference text by the Board for Public Analyst Qualifying Examination under the prevention of Food Adulteration Act. 1954. Sh. S.N. Mahindru is a fellow of several scientific bodies like Institution of Chemist (India), Oil Technologist Association of India as well as Essential Oils Association of India, member of several expert committees of Bureau of India Standards, past president of Association of Food Scientist and Technologist (Delhi Chapter). He was member of National Task Force under Indian Council of Agriculture Research. He has also contributed a chapter entitled “Efficiency of Analytical Techniques” in the internationally acclaimed book “Treatises on Fats, Fatty Acids and Oleochemicals”.
