RONALD J TERCHEK is professor of government and politics at the University of Maryland at College Park. He is the author of 'Republican Paradoxes and Liberal Anxieties' and coeditor of 'Foreign Policy as Public Policy'. He has published numerous articles and lectured extensively on liberal-democratic theory, theories of autonomy, and the political theory of Mahatma Gandhi in the United States, Canada, Europe, and India. He is a member of the editorial advisory board of the Journal of Gandhian Studies.
