The menace of terrorism has become a major security concern for almost all the states in the new millennium. Despite having the latest, modern and sophisticated weapons, the most powerful state of the world felt vulnerable and insecure, particularly since 9/11. Revolution in technology and means of communication, though brought about a tremendous progress and made the world a global village, yet a close linkage and networking among the terrorists made them more organized, more precise, more dangerous and more lethal. Though the terrorists claim to fight for freedom, justice, equality and democracy, yet they work to undermine and destroy these very principles, providing a rationale to the state to use force. But force cannot provide a durable solution. As the famous saying goes – ‘violence begets violence and hatred begets more hatred.’ …..This volume is an outcome of the Seminar on “Challenges of global Terrorism: Emerging Issues, Policies / Strategies and Options†organized by the Department of Political Science, University of Jammu, Jammu in march 2003.
