The ICSSR organized a two day India-Pakistan Bilateral Conference in Delhi (July 9-10, 2001) that brought together distinguished scholars, businessmen, journalists and representatives of civic groups from India and Pakistan. This was a gathering of forward looking experts. The consensus was that the moment was ripe for the peoples of the two countries, a quarter of humanity, to develop linkages and to develop a framework of negotiations for the complex strategic issues. The book is a critical input for the Summit Meeting in Agra (July 15-16, 2001) between Prime Minister A.B. Vajpayee & President Pervez Musharraf. It is a challenge and a responsibility of the two leaders to orchestrate a paradigm shift towards conflict resolution between the two countries and this book offers practical suggestions to move in this direction. The book represents the collective views of the participants. The editor thanks in particular those individuals who carried the heavy burden of organizing the bilateral consultations. Professor Ashok Kapur (University of Waterloo) and Professor Balbir Sahni (Concordia University) and the staff at ICSSR worked ceaselessly to make the Conference a success in the belief that no effort should be spared for the cause of Indo-Pakistani reconciliation.
