Human Resource Development (HRD) is the need of the hour in any University Library that wants to be dynamic and growth oriented or to succeed in a fast changing environment. The immediate cause of the poor image of many University Libraries is lack of HRD policies and practices to the extent it is desirable, inadequate funding, low pay scales, little or no consideration for colleagues among various units of the library and lack of dynamic leadership. India has an abundance of human resources but how to impart quality to its vast human resources is a challenging task. Like in other organisation there is a necessity for systematic development of human resources in University Libraries also. In India the library profession did not attract the best talent in the country for a variety of reasons. There were no organised attempts to assess the value of professionals working in libraries, and with the recent growth of library consciousness in the country people have began to realise the importance of human resources for librarianship and of maintaining adequate standards in this regard. Well motivated persons with good academic records and professional qualifications, innovation capability and managerial ability will contribute towards success of the library. This publication deals with a detailed study of library professional’s awareness to the concept of HRD and will be of great importance to academics, researchers, managers of libraries and information systems.

ABOUT THE AUTHOR Babu Rao Gonipati

Dr. Babu Rao Gonipati has done double Post Graduation from Andhra University, Visakhapatnam and Joined Hindustan Shipyard in the Managerial Cadre and worked in Personal and Commercial Division which later prompted him to choose Human Resource Development as the research topic for his Doctorate. His zeal for academic pursuit made him resign his job in Hindustan Shipyard and join Andhra University. Dr. Rao is a practicing HRD personal. He believes in practical Approach rather than theory. He is a member of ILA, IASLIC, and IATLIS; and has been Vice-President of Visakha Library Network. He has been bestowed a University Gold Medal for his best Ph.D. Thesis by the Chancellor, The Honourable Governor of Andhra Pradesh Dr. C. Rangarajan. The Author has recently attended World Library Summit (WLS)-2002 held at Singapore from 22nd-26th April, 2002.
