Human rights are universal legal guarantees protecting individuals and groups against actions by governments interfere with fundamental freedoms and human dignity. The protection of human right is fundamental to genuine and lasting law and order. As law enforcers, police are the first line of defence for human rights. They are the guardians of the law, including human rights law. In order to protect human rights, police must first know and understand them. Furthermore, police officers must be familiar with the various international guidelines and bodies of principles, and be able to use them as tools in their everyday work. They must understand that international human rights standards concerning their work were developed to provide invaluable guidance for the performance of their crucial functions in a democratic society. The present publication provides information on international human rights standards relevant to the work of police. It aims to assist law enforcement agencies and individual law enforcement officials in providing effective policing through compliance with international human rights standards. The principal beneficiaries are police trainers and training institutions, national police officials, civilian police engaged in peace-keeping operations and all concerned.

ABOUT THE AUTHOR R C Mishra
Dr. R.C. Mishra completed his B.Sc. with a first division and M.Sc. (Botany) also with a first division from Univerwsity of Allahabad and was placed n the merit llist. He was then enrolled for a Ph.D., did research on Environmental Science, and received U.G.C. fellowship for research. He completed his Ph.D. on the topic "Ecological Observation on Degraded Land with special Reference to Silica Sand Mining and Sand Stone Quarrying " Its Effects on Environment, at the University of Allahabad in 1992. He was selected for the prestigious I.P.S. in 1989 and was also selected in the U.P. PCS in the same year. He has attended various seminars and symposia on different aspects of crime; narcotics administration; human rights, etc. He has also participated in different programmes such as group discussion, talks and interviews on A.I.R. at Rohtak and Delhi. Apart from contributing papers and articles to various journals and magazines, he has successfully translated all the three volumes of Punjab Police Rules in Hindi. He has also written a number of summaries and abstracts for the Police Training College. His book, Cyber Crime: Impacts in the New Millennium, was introduced by the Home Ministry as the cops manual. Currently, Dr. Mishra is posted as Principal and Deputy Director of Police Training College, Madhuban, Karnal. He is also the recipient of the Human Rights Millennium Award presented by the International Association of Educators for World Peace.
