ABOUT THE AUTHOR Soraya Caro Vargas

Soraya Caro Vargas is a Colombian lawyer and the first foreigner awarded with a PhD from the Indira Gandhi National Open University, India. She has worked in the design and implementation of active policies and industrial development schemes in her country and is an advisor on regional integration processes in Colombia and in Latin American countries. Currently, she is the Director of the Center of Studies and Services on Contemporary India and Southern Asia (CESICAM), at Universidad Externado de Colombia, the first centre of research dedicated to India in Latin America.
