The present volume comprising Lord Irwin’s speeches and the addresses delivered before the two Central Legislative bodies, year by year, were composed with great care, so as to comprise ot only a record of events, principles. The editor of the volume though anonymous has endeavoured throughout to make his selection as full and representative as possible. The speeches which had their own special value as explaining Lord Irwin’s position have been included and those appeared to him to be merely of local or temporary interest have been let out. It is well known that the subject of education has been in a peculiar manner one in Lord Irwin has always taken deepest interest. The editor of the volume thought it best to turn to the Viceroy’s educational speeches which had chiefly to do with the future dealing with the present conditions of things in India. The epilogue at the end of the volume is the address given before Toronto University after Lord Irwin had completed his full five years of office as Viceroy of India. It contains a valuable summary of his nature thoughts on the problem of India as a whole.
