The issue of Intellectual Property Rights (IPRs) in general and TRIPs agreement in particular, has become source of uneasiness in the fields of global legal system, politics, economics, technology transfer, biodiversity, environment, culture and sustainable development etc. However till the end of the last century, most of the research works relating to IPRs have been undertaken within the legal parameters only. Very few works have been done to address the potential bearing of IPRs on global politics, economics, culture, industrial development etc. Whatever work in this direction has been done can be said to be still in embryonic stage. Among the factors responsible for this state of affairs, the most dominating is the belief that the study of IPRs belongs to the exclusive domain of techno-legal studies. But the truth is that unless there is a convergence of efforts and ideas of technocrats, legal experts, social scientists, economists, politicians, policymakers non-state actors, environmental activists and administrators, the issue is unlikely to be matured from its present fluid status. Hence this book is a modest attempt to provide an realistic platform for further focused study of the sub issues involved with the IPRs. This book is the result of continuous dialogue and discussion with various colleagues and superiors, and a product of series of interactions and discourse in various seminars and conferences that the author has attended. He does not claim any originality in dealing with various issues covered in the book, yet he owns the responsibility in codifying the facts in the form of this book. In this book there were many things to be desired, hence with open mind, the author solicits needful suggestions to fill in the missing links in the forthcoming edition.
