Dissent may be considered essential for healthy growth of democratic institutions. Dissent leading to demand regional autonomy, statehood and similar other conc3essins withink the constitutional framework of the country may be genuine hencek tolerate, but demand for separation and secession from the federal union is facing several such crises, of which Jharkhand, Uttarakhand, Bodoland, and Gorkhanland issues, reflect some genunine grievances of the people concerned while Kashmir, Khalistan (Punjab), naga, Mizo and to some extent Assam issues are destructive hence condemnable. Often the question arises whenkl there were no drawbacks in our fundamental concept of federal republican system then what is reason of the present crisis, India is passing through. Some say it is the crisis of leadership and of national character. Really thesel crises emerged due to gradually ignoring the significance of democratic institution. The present volume is a vivid description of many such issues. This is certainly a timely publication on a crucial and important topic.
