ABOUT THE AUTHOR Umesh Prasad Varma

Dr. Umeshwar Prasad Varma, D.Litt. began his career as a Lecturer in R.D. & D.J. College, Monghyr (Bihar). Later he was promoted as the Head of the Department, the vice Principal, Reader, principal of the College and finally Professor. He got his D..Litt Degree on his research work Public Regulation and Control of Private Enterprise in India. Dr. Varma was first elected to the Bihar Legislative Council in 1970 from the Munger Teachers Constituency and against re-elected in 1976. He was inducted in the Bi9har Ministery in 1980-85 he held portfolios as health, Irrigation, Law, Forest nd Excise. In Oct. 1986 he became the Chairman of the Bihar Legislative Council and continued on the post till May. 1994. As Minister, health he strengthened the rural health services. As Minister, irrigation he stirred up the Department by his massive measures to check corruption and malpractices. In excise and Forest Departments, Dr. Varma was vigorous in his anticorruption drive undaunted by threats and risks, even political, involved in such moves, which drew appreciative comments from leading national dailies of India.
