ABOUT THE AUTHOR B.R. Atre
The author is a practising Advocate in the Supreme Court. He was Joint Secretary and Legislative Counsel in the Ministry of Law, Justice and Company Affairs, Legislative Department, Government of India, New drafting and is in that field since 1964. He served as Legislative Draftsman with Law Department of Government of Maharashtra till 1978 and thereafter in the Ministry of Law, Government of India till 1993. He was also Deputy Chief Parliamentary Counsel and Legislative Draftsman to Trinidad and Tobago in 1987-88 on U.N. assignment. In 1991-92 he was Legislative Draftsman and Counsel to Namibia on Commonwealth assignment, as a Commonwealth Legal Expert. In 1995-97, after his retirement, he was again on Commonwealth assignment to Kenya in the capacity of Senior Principal Parliamentary Counsel and was Incharge of the Legislative Drafting Wing of that country. The author was also part-time Member of the Law Commission of India till 30th September, 2000. In the course of his illustrious carrier as legislative Draftsman for Nearly thirty years the author had handled legislation on every subject worth mentioning. The present work is the contribution of the author to the discipline of legislative drafting, an important wing of law, on which not many books are available. The author has handled the subject in very clear, precise and simple language, which will be understood by every lawyer and persons in charge of legal drafting in the Governments here in India and abroad. The author has tried to share his experience as Legislative Draftsman here and abroad with the readers and is bound to establish instant rapport with them. He has explained the subject with numerous legislative precedents handled by the author himself here and abroad.
