For the success of any government it is utmost necessary that the political leaders-the helmsmen of a state-must not only be knowledgeable and efficient, but they must also be moral. The remedial measures suggested in the Liberal Aristocracy would not only bring leaders of high caliber into politics but also keep the demagogues away from it, thereby, creating a checkmating environment compelling the elected representatives to become moral.
ABOUT THE AUTHOR Lakshman Behera
Dr. Lakshman Behera born in 1956 in the district of Balasore, Orrisa, got his Bachelor degree with 1st class Honours in Philosophy with Distinction from Fakir Mohan College, Balasore and was awarded University gold medal by Utkal University, Vani Vihar, Bhubaneshwar for topping the list of successful candidates in M.A. (Philosophy) examination, 1979. He joined Orissa Edfucational Service as a lecturer in 1983 on the recommendation of OPSC, was awarded Ph.D. degree in 1987 by I.I.T., Kanpur (U.P.) became Lecturer (S.S.) in 1988 and Reader in 1996. Currently he is department of Philosophy in Gangadhar Meher College (Autonomous), Sambalpur.
