The enduring mission of the Defence forces is to safeguards sovereignty, territorial integrity and unity of India against any external threats and also to provide support to civil authorities in response to domestic emergencies by deterrence or by waging war. Thus the strength, type and structure of the forces have to be decided by taking into account the security environment facing the nation, both conventional as well as the nuclear. In a way, defence modernisation must imperatively respond to the prevailing challenges and needs of the country.

At the present juncture our armed forces are in transition form industrial age forces to knowledge age forces with a portion being equipped with state-of-the-art weapons. While the army has a large element of industrial age forces, the navy end the air force which are more technology intensive forces and less manpower intensive, are much better on the equipment profile.

However in the present strategic scenario, the state of our defence modernisation is not satisfactory and there us urgent need for drastic institutional measures to give it a great impetus. Though the government has made serious efforts to reform the structure, we still need to have a dedicated procurement agency staffed by professionals. Moreover, given the complex security scenario, we are bound to face in the future, there is also need for continuing review of reforms in the higher national security and defence modernisation structures.

The writers, with their vast experience and expertise in various fields in the present defence setup, have critically analysed all the factors and suggested ways to fully modernize our defence structure in order to make the book a guiding tool for the defence authorities as well as students at large.

ABOUT THE AUTHOR P C Katoch

Lt Gen PC Katoch is a retired Director General, Information Systems (DGIS) of the India Army and erstwhile Colonel of the Special Forces and Parachute Regiment. He has also served at the Udhampur-based Northern Command that is responsible dor guarding Jammu and Kashmir. Katoch had also commanded a unit during the Indian Peace Keeping Force (IPKF) operations in Sri Lanka in the 1980s with the later as his second-in-command.

ABOUT THE AUTHOR S R Deshpande

Air Marshal SR Deshpande was commissioned in the Indian Air Force in May 1959. He is Qualified Fighter Combat Leader, Pilot Attack Instructor and Instrument included command of a Fighter Squadron and two command his retirment in November 1997, he held the appointment of AOC-in-C of an Operational Command. Aeronautics Limited (HAL) and DRDO programmes such as LCA, Missiles and Electronics. He is an alumni of Defence Services Staff College, College of Defence Management and National Defence College. He was awarded the Air Marshal Subroto Mukherjee Fellowship by the United Service Institution (USI) of India to carry out research on "India's Aerospace Industry in the Next Millennium.' His book Aerospace Industry' has been widely accepted by all kinds of readers.
