The enduring mission of the Defence forces is to safeguards sovereignty, territorial integrity and unity of India against any external threats and also to provide support to civil authorities in response to domestic emergencies by deterrence or by waging war. Thus the strength, type and structure of the forces have to be decided by taking into account the security environment facing the nation, both conventional as well as the nuclear. In a way, defence modernisation must imperatively respond to the prevailing challenges and needs of the country.
At the present juncture our armed forces are in transition form industrial age forces to knowledge age forces with a portion being equipped with state-of-the-art weapons. While the army has a large element of industrial age forces, the navy end the air force which are more technology intensive forces and less manpower intensive, are much better on the equipment profile.
However in the present strategic scenario, the state of our defence modernisation is not satisfactory and there us urgent need for drastic institutional measures to give it a great impetus. Though the government has made serious efforts to reform the structure, we still need to have a dedicated procurement agency staffed by professionals. Moreover, given the complex security scenario, we are bound to face in the future, there is also need for continuing review of reforms in the higher national security and defence modernisation structures.
