India is one of the rarest country in the world faces all types of natural calamities, except the volcanic ones. Every year floods, landslides, droughts, earthquakes and cyclonic calamities visit in various parts of the country. Memorable calamities like floods in various parts of Bihar and Assam, droughts in Rajasthan and Gujarat, earthquake in Latur, landslides in Uttaranchal and cyclonic devastation in coastal parts of Orissa and southern West Bengal are etched deeply in the minds of every Indian. Floods, earthquakes, fire and tomadoes hae wiped out entire community overnight, striking terror to the hearts of countless victims. Slowly during the past few decades, progress has been made in controlling floods and limiting the destruction of fire. Earthquakes and tomadoes are still completely beyond control but at least efforts are being made to understand and guard against the disastrous understand and guard against the disastrous effects of such natural forces. In time of war, there is little opportunity to study the impact of disaster upon the individual and the community under distress. Because everybody concentrates on massive struggle for survival. In time of peace one must wait for a natural catastrophe to strike, before the social impact of such disaster can be investigated. The social scientists are well equipped to study the long and short effects of such disasters. This will also help evolving a comprehensive methodology to reduce the impact of disasters on community. Preparedness for facing the natural disasters, providing relief services to affected population, giving immediate medical aid to affected people and prevention of natural disasters, and initiating damage control measures by governmental and non-governmental organisations are desirable. This book provides some insight into the working of various agencies during and after natural disaster. Though this book takes a case study of tornado, but the results of the study are equally applicable to all types of natural calamities. It is hoped that this book will prove useful to government administrators, various government agencies and non-governmental organizations (NGOs) who provide relief and succour to the victims of natural disasters.

ABOUT THE AUTHOR Soumitra Roy

Soumitra Roy, a Post Graduate in Sociology from Kanpur University and M.Phil. from Jawaharlal Nehru University, New Delhi, is currently undertaking his research work in disaster management focusing on health. A social worker, actively participated in organizing and distributing relief to the disaster victims on various occasions, like super Cyclone in Orissa, 1999, Flood in West Bengal, 2000, Earthquake in Gujarat, 2001 etc. With the organizations like Indian Red Cross Society. He has been a contributor of articles on disaster management and the issues of environmental concern to various journals and magazines. He has presented several papers in national an international seminars and conferences in India and abroad.
