The traditional security concept implies military aspects, and is narrow in scope. The safeguard of the national frontier, protection of the state sovereignty or rulers who identity with the state, and involvement of military in certain humanitarian activities during natural and man-made disasters are some key elements of traditional security. Accepting force as a part of security, the non-traditional security, stressed in this book in contrast is based on a people-centric approach both in theory and practice. The recent pro-democracy movement in Nepal has established the fact that the military alone cannot protect the rulers if the people fail to identity their interest with that of the state run by anti-people rulers. The comprehensive security idea has emerged strongly as even democracy without human empowerment and social justice cannot create a congenial atmosphere for security of the state and people. The present volume, which tries to find elements of security in democracy and people’s equitable share in power, has made a contribution to the security literature. Articles included in the book have tied to develop a new security paradigm by emphasizing the overall development and empowerment of people. The traditional state structures need to be restructured.

ABOUT THE AUTHOR Lok Raj Baral
Lok Raj Baral (Ph.D.) is Professor and Executive Chairman of Nepal Centre for Contemporary Studies (NCCs). He is the author of several books of Nepal and South Asia and regular contributors to National and International Journals, and edited volumes. Prof. Baral served as Professor and Chairman of the Department of political science and was ambassador of Nepal to India during 1996-97.
