The devolution of powers to the Panchayati Raj Institutions is one of the important issues on which the debate is going-on for the last 14 years in the country side without arriving at any conclusion, even after the enactment of the 73rd Amendment to the Constitution of India.  The vitality of Panchayati Raj Institutions, its multi-track dimensions and manifold perspectives have often been subjected to a searching and in-depth scrutiny.  The working of the Indian Panchayati Raj system after 73rd Constitution Amendment Act, 1992 needs to be analysed in the backdrop of the second generation of reforms initiative for power to the people by the Government of India, headed by Dr. Manmohan Singh.  This book is outcome of the proceedings of the National Seminar of the Academy of Grassroots Studies and Research of India (AGRASRI), funded by the Union Ministry of Panchayati Raj, Government of India, held in Tirupati during 19th and 20th August, 2006.

ABOUT THE AUTHOR Sundar Ram

Dr. D. Sunder Ram is a founder and Director of Academy of Grassroots Studies and Research of India (AGRASRI); Secretary-General of Rajiv Rural Development Foundation (RRDF); and Editor of The Grassroots Governance Journal (TGGJ) and Grama Sabha (GS) magazine, Tirupati (Andhra Pradesh).  Prior to joining the Academy of Grassroots Studies and Research of India, he taught Political Science and Public Administration disciplines at Sri Venkateswara University, Tirupati and Acharya Nagarjuna University Affiliated Post-Graduate College, Narasaraopet, Guntur District (Andhra Pradesh), besides a Research Fellow and Research Associate (UGC Post-Doctoral Fellow) at Sri Venkateswara University, Tirupati; Parliamentary Fellow at the Institute of Constitutional and Parliamentary Studies, New Delhi; Reader and Head of the P.G. Department of Public Administration at S.S. & N. College (Acharya Nagarjuna University); Faculty Member in Political Science and Public Administration and Co-ordinator of UGC-College Humanities and Social Science Improvement Programme (COHSSIP) and Co-ordinator of NAAC Steering Committee at the P.N.C. & K.R. College (Acharya Nagarjuna University), Narasaraopet, Guntur District (A.).).  He is on the Guest Faculty of Dr. B.R. Ambedkar Open University Regional Study Centre and Sri Venkateswara University, Tirupati and Academic Consultant in Institutions of higher learning.  Presently, he is the Chief Organiser of the Bharat Ratna Rajiv Gandhi Memorial Lecture and Convenor of the Bharat Ratna Rajiv Gandhi Outstanding Leadership and Best Panchayat Awards Jury, under the aegis of Academy of Grassroots Studies and Research of India, Tirupati.
