The book traces the evolution of Panchayati Raj System in the states of Karnataka, Tamil Nadu and West Bengal. It critically evaluates the various methods adopted by the above state governments in devolving financial resources to the local bodies with particular reference to Panchayati Raj systems. The book begins with a historical perspective of the Panchayati Raj System in India and gives an overview of the evolution of the Panchayati Raj System in the states of Karnataka, Tamil Nadu and West Bengal. The book goes on to give an account of the efforts made by these state governments in strengthening the Panchayati Raj System not only due to their own initiatives but also on the basis of the stipulations made in the 73 and 74 Constitution (Amendment) Act, 1992. The author has examined the financial resource position of Panchayati Raj System vis-a-vis state finances. He has also examined the level of financial decentalization that the above state governments have actually delegated to the Panchayati Raj System in their respective states.
