Panchayati Raj is a Traditional concept with a modern philosophy. As a modern political institution, it combines the representative democracy, bureaucracy and technocracy at the grassroots level. However the indigenous tribal society in Arunachal Pradesh fails to accommodate itself with a modern complex bureaucratic culture. The present work studies the Panchayati Raj in the tribal situation of Arunachal Pradesh and examines the problem of adjustment of modern Panchayati Raj institutions into an indigenous tribal framework. Ultimately, the book establishes that the gap between the indigenous tribal traditions and modern political process adversely affects the pattern of relationship among the key Panchayat functionaries thereby determining the working of Panchayat system. 

ABOUT THE AUTHOR Pratap Chandra Swain

Pratap Chandra Swain (b. 1968, Orissa) has been teaching Political Science in the Govt. Colleges of Arunachal Pradesh since 1993. He has specialized on Indian Political Process, Grassroots Politics/Panchayati Raj, Tribal Politics and Women Empowerment. He has been awarded with Ph.D. in Political Science on “Indian Party System: A Study in Profile and performance of Bharatiya Janata Party” by Utkal university. He has got sizeable number of research publications to his credit. In addition to teaching he is pursuing post-doctoral research on different projects sponsored by the UGC and other agencies. At present he is working as reader and Head, department of Political science, I.G. Govt. College, Tezu, Arunachal Pradesh.
