In most of the developing countries, after the collapse of imperialism, the national Governments had embarked on developmental planning both for the urban as well as the rural sectors. The process of planning had fixed priorities for sectoral development in a time framework. In this planning process, education, health and small scale industries, acquired top priorities. The government of India had constituted a planning commission for the planned development of its economy and culture. India has successfully launched ten five year plans so far. This has resulted in the increase of per capita income of rural people, increase in percentage of education and political awareness.
