After the Creation of Pakistan, there was no popular movement or political party or national leadership that could project the collective will of the people. In Pakistan, the political parties do not work in a scientific manner, none of the parties maintain a research cell or have a system to study the national problems thoroughly and scientifically. They neither have a system to ascertain the reactions of the people regarding certain political development, nor do they believe in conducting opinion polls. In Pakistan, political parties are not well organised. In fact, they are in a state of continues change. Democratic practices such as weekly meetings or other methods of keeping in touch with the masses are unheard of. Even membership is mostly fictitious.
